中文：照片摄于1910年代。照片中，牌楼旁耸立的方塔， 就是老北京城的消防瞭望塔，又称为望火楼。楼顶有专人日夜轮值，一旦发现灾情，立即通过敲钟报警的形式，指令救火队员前去扑救。这简朴的望火楼，一度在城市防火减灾上发挥着关键性作用。

(For the People's Republic of China, the URAA took effect on January 1, 1996. For the Republic of China (ROC), the URAA took effect on January 1, 2002.[1])
