査理士、森納、羅平吉、上海美國按察署按察使。生於一千八百六十六年四月三十日。一千八百九十八年三月而娶。幼受教育於奈伯力斯加省大學。及哈佛大學法科。一千八百八十八年卒業。一千八百九十年許入法庭辯護。一千八百九十二年時。爲奈伯力斯加省官立藏書樓副主任。及按察署錄事。在奧馬哈執律師業十有二年。一千九百年爲奈伯力斯加省大學法科教授。一千九百零二年至一千九百零三年任奈伯力斯加按察署法官。一千九百零四年任菲列濱初級法庭裁判官。一千九百零六年旋升任於馬尼拉。翌年任改良菲法委員會會長。曾受文學碩士、理科碩士、法學博士、民法博士、哲學博士、等名譽學位及榮銜。

Assistant State Librarian and Reporter of Supreme Court of Nebraska until 1892. Practiced law in Omaha for twelve years. Appointed Professor of law in University of Nebraska, 1900. Was member of Nebraska Supreme Court (Commission), 1902-1903. Appointed Judge of First Instance, Philippines, 1904. Promoted to Manila Bench, 1906. Appointed Chairman of Commission to modify Philippine laws, 1907. Deg. Hon. M.A., LL.M.,
