Description
中文：本處黃大使志鵬應「越南台商總會北寧分會籌備委員會」邀請，於本(8)月2日赴北寧省，參加當日下午14:30舉行之「越南台商總會北寧分會」成立大會，「台灣事務委員會」主委武進祿(Vu Tien Loc)、秘書長蘇國俊(To Quoc Tuan)及北寧省長阮仁戰(Nguyen Nhan Chien)亦應邀出席大會，另「越南台商總會」劉總會長美德、廖監事長文忠及本處同仁亦應邀與會。

黃大使致詞表示，感謝北寧台商及籌備會幹部凝聚民氣籌備成立北寧台商會之意願與心力；越南513暴動迄今，越南政府處理台商協助與復原工作雖稍遲緩，但仍見相關工作逐步進行中；另亦感謝北寧省方在省長領導下，長期對在地台商之照顧與協助，省方在處理此次暴動之台商維安工作，應屬所有最佳省分之一。盼省方仍秉初衷，續與本處協調合作，共同創造省方與在地台商之永續經營。
武主委致詞曾強調，越南政府在513暴動後，成立專案工作小組，由副總理指導，全力協助台商重建與復工，絕對維護台商人身與財產安全，並保證類似事件絕不會再度發生，盼台商能安心續在越南投資。
北寧省阮省長則表示，台商在該省投資案件共31件，投資總額約4億美元，在日、韓、「中」之後名列第4位。北寧省方絕對全力維持該省社會治安，保護台商之人身與財產安全，以創造吸引外資之最佳投資環境。
北寧商會正式成立儀式後，續進行商會組織章程討論及會職幹部選舉；在由本處同仁與「越南台商總會」資深幹部組成之選務小組監選下，順利選出林忠宗、韓克元及黃銘田分別擔任該會第一屆會長、監事長及副會長。

北寧商會係「越南台商總會」轄下第13個分會，亦係本處轄區內第4個「越南台商總會」之正式分會。
