火災（かさい）は、災害の一種。火事（かじ）とも呼ばれる。建造物や山、森などが燃えることで、直接または間接に生命が危険にさらされたり、財産がその機能を果たせなくなって損失が出たりする。 [編集] 概要 火災は、雷や火山の噴火のような自然現象を原因とする場合もあるが、多くは放火や、タバコの不始末などの過失、人工物の不具合（電気コードのショートなど）が原因で起こる。

小規模な火災の場合はボヤ（小火）と呼ぶ。これに対して大規模な火災は大火（たいか）と呼ばれ、消防白書では33,000平方メートル（1万坪）を超える焼失面積を生じたものを区別しこう呼んでいる。木造家屋が多い日本では江戸時代より大火が多く、明暦の大火など江戸市街の相当部分を焼失する火災がしばしば発生した。近代では函館市の大火（1907年、1934年）や、1923年（大正12年）の関東大震災による大火が有名である。地震や空襲による火災は複数箇所で火災が発生しそれが一つになって大火となる場合が多い。

ロンドンやシカゴ、サンフランシスコなど大都市が大火に見舞われた事例は少なからずある。

[編集] 火災の三要素 日本では、次の3つの要素を満たすものを火災として取り扱っている。（消防庁「火災報告取扱要領」による）

人の意思に反して発生（放火も含む） 消火の必要がある燃焼現象である 消火施設の利用を必要とする しかし、爆発現象（人の意図に反して発生し若しくは拡大した爆発現象をいう）の場合は2及び3の有無にかかわらず火災とする。

[編集] 日本での主な火災原因 日本での主な火災原因は、上位から順に放火・たばこ・コンロ・たき火となっている。特に放火は、刑法上、殺人と同じ刑が定められている（殺人罪・現住建造物等放火罪ともに死刑又は無期若しくは5年以上の懲役）が、殺人年間件数約1,300件に対して、放火年間件数は約8,000件と数倍にのぼっている。なお、放火（現住建造物等放火）が殺人と同様に重く罰せられている理由は、放火は特定個人の生命に危険を及ぼすのみならず、特に木造建築が主流である日本においては、不特定多数の生命、身体や財産、すなわち公共の安全をも脅かし、多くの人々の生活基盤を根底から崩壊させる危険性があるからだ、と考えられる。

ちなみに、昔からの隠語で放火のことを「赤猫（あかねこ）」と呼ぶ場合がある（赤猫のほかに、赤馬、赤牛とも呼ばれている）。

また、火災原因の究明は法に基づき消防が行うこととされているが、特に放火など不審火の場合、警察もまた捜査を行うことが多い[1]。
