The cyclo, which in is French "cyclo pousse" is an invention of Mr. Coupeaud. In French Indochina, Pnom Penh was the first place to circulate cyclos and soon after, cyclos were introduced to Saigon. The Cyclo is a 3-wheeled bicycle, made of lightweight materials, with an elegant and comfortable appearance. The Cyclo is different from another type of 3-wheel bicycle[4] that also appeared at that time, with the passenger sitting in the front and the cyclist in the back. This new type of vehicle has a faster speed than a handcart.

In early 1936, the first cyclo was present in the city of Phnom Penh, French protectorate of Cambodia and soon thereafter it was introduced into Saigon, French Cochinchina. At the same time, in April 1936, a number of contractors in Hanoi applied for permission to introduce cyclos in Hanoi, the earliest of which could be mentioned contractors Trần Việt Thanh and Lê Hứa.

On 20 April 1936, contractor Trần Việt Thanh at 12 Hàng Vôi (present-day phố Quán Sứ), Hanoi sent the Mayor of Hanoi ("Administrator-Mayor of Hanoi" or "Resident-Mayor of Hanoi"; Vernacular Vietnamese: Đốc lí Hà Nội) an application for circulation of 500 (five-hundred) passenger cyclos, enclosed with the vehicle design. Also in April of the year 1936, contractor Lê Hứa at 44 Richaud Street (phố Richaud, present day phố Lê Thánh Tông) requested permission to circulate 500 (five-hundred) cyclos. However, in both cases the Hanoi municipal government refused these requests contractors because the city already had too many vehicles so it has not yet allowed the circulation of this new type of vehicle.

In 1937, in a reply to contractor Lê Hứa, the Hanoi government said that there was a policy to increase the number of rickshaws, including cyclos, operating in the city.

In December of 1937, Onmium Indochinois Company (OMIC) at 7 Bobillot Avenue - The company that owned the most handcarts in Hanoi, submitted an application for a cyclo traffic license instead of a cyclo. number of hand trailers that have been previously licensed. Omnium Indochinois Company is an industrial and commercial company established in 1929 in Hanoi on the basis of a merger of companies: French Explosives Company in the Far East, French Transport Company and 2 public companies. Verneuil & Gravereaud và Chevance. (Compagnie française d'explosifs en Extrême-Orient, Société française de transports [Boyer], 2 entreprises d'exploitation de pousse-pousse Verneuil & Gravereaud et Chevance & Compagnie). At that time, the city had a policy to allow cyclo to run, so it asked OMIC company to send the model used in other cities in French Indochina at the time.
