Автор проекта - архитектор И. А. Чарушин. Первоначальный объём имел два этажа на пять окон по длине фасада. Нижний этаж включал складские помещения, предназначенные к сдаче в аренду. Второй этаж состоял из операционных банковских залов. Последующие перестройки и пристройки включили в себя частично и квартиры банковских работников. Пристройки и надстройки производились в 1926, 1937 годах и в конце 1980. Авторами их являются: в 1926 году - инженер И. В. Ведянин, в 1937 - И. А. Чарушин, в 1970-е годы - архитектор М. И. Пятов, последняя пристройка произведена по проекту архитектора В. И. Кропачева.

В стилистическом отношении здание может быть охарактеризовано, как модернизированная классика. Детали архитектурной обработки включают в себя высечки из естественного камня (кукарской опоки), цементно-бетонную лепку и гипсовые формы в интерьере.
