None of this cruddy garbage needs to sit on the street overnight. _______________________________________________ The green bags next to the two litter bins contained waste swept by Haringey Enterprise's street cleaners. But leaving the bags out for several hours - in this case overnight - very effectively 'models' and encourages precisely the behaviour we don't need. On top of one pile of green bags, people had added an electric fan and a large plastic bag of domestic waste. Between the two litter bins someone dumped a television. Haringey collects TVs (and many other electrical goods) for free - it takes one phonecall. Incidentally, this forty metre stretch of road and pathway is directly overlooked by a CCTV camera. ■ I asked in July 2007 whether any dumpers were captured on camera. ■ In October 2007 I was told the camera was at the wrong angle, but had been adjusted at my request. ■ In May 2008 I asked if the adjusted camera had caught anyone dumping or littering. ■ In August 2008 I sent a reminder and got the reply below. Original Message ----- From : Frontline Services, Haringey Urban Environment To : Cllr Stanton Alan Sent : 15 August 2008 Subject : Chesnut Road dumping & CCTV outside Protheroe House Dear Cllr Stanton, As you have mentioned, following your representations, the camera deployed at this site, although primarily used for parking purposes is now capable of picking up footage of people dumping rubbish on the pavement. There is an ongoing agreement that footage of dumpers would be forwarded to the Street Enforcement Team to investigate and action. There was a serious intent to take this action, but to date there have been no incidents caught on camera to show any offender dumping rubbish. If we obtain clear footage showing an identifiable person, he or she will be invited to a formal interview. Failure to attend this interview will result in prosecution. If the perpetrator attends the interview a decision will be taken on the course of action we pursue depending on what is said. Any offences admitted may result in a simple caution being offered with costs. Clearly, from your photographs, dumping is still taking place here in spite of the lack of footage from our CCTV camera so I will make sure that the camera is operating properly and that incidents are being picked up and reported to the Street Enforcement Team. I will also ask the Street Enforcement Team if they can undertake additional monitoring in this area ════════════════════════════════════ ►► Update 18 December 2008 Assuming any good news would surely have been passed on; it appears that until December 2008, this CCTV camera led to no fines or prosecutions for dumping. |
