Why not? I don't see that as a relevant question. The only relevant questions are whether this is a notable scope and whether this photo is best in scope. I take the argument for the scope. My question would be whether File:Protesting for the release of Lauri Love 01.jpg, a closer and more flattering portrait with fewer distractions but also with no fist pump and her feet cropped out, is better in scope or whether this photo is.
