 Comment, after a bit more research I came across this website and it suggests that there are four Minto panels. They were made by Sir William Goscombe John, one for each of the four sides of the rectangular plinth for a statue of Lord Minto. But they were never used on it and instead were all used on the Kolkata Victoria Memorial - two on the hall and two on the Jubilee Monument. There are pictures of three of them in Category:Minto panels at the Victoria Memorial, Kolkata. The two larger ones (of which this nomination is for one) are mounted either side of the Jubilee Monument statue - this is the one on the other side. The two smaller ones are on the main hall building - this is one, I couldn't find an image of the other. So I think you need to be more specific about which one this is. With a scope something like "Minto panel by Sir William Goscombe John, on the west side of the Jubilee Monument for Queen Victoria, Kolkata".
