Reason Due to size, resolution, and overall quality, it seems to me to be the best photographic portrait we have, IMO, of this german politician, chancelor of the German Empire under the Kaiser Wilhelm II. von Hohenzollern. He was very involved in the begining of the World War I. Restored by me, the original was very damaged. No geocode, it is a homework. -- Jebulon (talk)
