 Info I have modified the English text as this. Below is my rationale for the edit.

  • For a commons user who does not have a wikipedia article in his/her own language, the English text is possibly a primary means to understand what Hokutosei is all about. So the text is better to be simple introductory sentences instead of a bureaucratic noun phrase. Since  Category:Hokutosei (train)  is on top of the page, the words  "Category for the"  in the text are completely unnecessary and even bothersome for non-English-speaking users.
  • For an average passenger/tourist who is not a railway enthusiast, it is more important to know where the train goes than by whom it is operated, as far as it runs on the former JNR lines. JR East and Hokkaido are group companies of the same origin and the explanation of such can be omitted.
  • Hokutosei has always been a sleeper train, and it is an important factor to be introduced for non-English users.
  • Wikimedia Commons has been/ will be lenient for a simple, non-arguable descriptive sentence to be placed on top of the category pages. See Soviet Union and Category:Windsor Castle for exampls. We should rather consider what is best for the users, not what is best to be a bureaucratic editor.
  • An internal/extenal hyperlink is useful for everybody because it is visually user-friendly.
