The foundation stone of this building was laid in 1871 by Harrogate townsman Richard Ellis, who had promoted the building of it. The building was later redeveloped into offices for Harrogate Borough Council.
Note: The New Victoria Baths (1871) building was not the same building as the later Royal Baths (1894–1897), designed by Bagalley and Bristowe, which now stands opposite the site of the New Victoria Baths.
